What supports an investment assessment?

BIDA Heatmap: Policy and capacity development

Promotion category from the January 2025 framework. It is not a market-demand measurement, approval, incentive entitlement or investment-return rating.

Related planned electric-bus programme

400 buses

2025 project design; not battery demand or local battery output

The bus programme is adjacent demand context for charging and service research. Battery pack specifications, procurement origin and local content must be established from the actual tender.

No named foreign-owned operating company has been established for this specific activity in this review. The policy or project references support a research direction; they do not prove an existing foreign-investor base.

Mingdao analysis

Who would buy, and how would you serve them?

Vehicle, storage and fleet customers purchasing safe battery systems and support.

  1. Battery pack integration
  2. Testing and service
  3. Storage-system supply

The opportunity becomes actionable when a customer need, a feasible delivery model and a tested cost base come together. Existing companies indicate activity, not automatic access to their orders.

The metrics your business case needs.

End-of-life recovery cost

What could change the outcome?

  • Separate cell manufacturing from pack assembly.
  • Secure safety testing, temperature control and after-sales capability.
  • Do not assume bus procurement automatically creates local cell-manufacturing demand.

Prepare an investment decision file.

Provide target customers, intended business model, current evidence and assumptions. Include cycle life under local use, warranty reserve, safety-test results, end-of-life recovery cost in the assessment.

Which country links are evidenced here?

No country is assigned merely because it has a strong global industry. A Bangladesh company, trade, project or other relevant source is needed before adding that connection.

Source documents and further reading.

Read the observation date and evidence status with each source. Company disclosures are attributed to the issuer. A reference to a policy is not a representation that a specific project qualifies for a benefit.

Foreign ownership in Bangladesh

Build a business you can fully own.

100% foreign ownership
Available in eligible sectors

100% foreign ownership is permitted in most sectors in Bangladesh. An eligible business can establish a wholly foreign-owned company without a local equity partner.

Eligibility depends on the business activity. Reserved or restricted activities, sector-specific ownership rules, licences and regulatory approvals must be checked before incorporation or investment.

Do I need a local shareholder?

For an activity eligible for wholly foreign-owned incorporation, a local equity partner is not generally required. The proposed activities and applicable sector rules must be reviewed first. Ownership eligibility does not replace company registration, operating licences or other required approvals.
